Well, the actual moon landing was real but the government ran a parallel fake moon landing program (A.S.A.N.) and incorporated a good deal of video from the actual moon landing to bolster the hoax side of the project. The idea was to befuddle the public mind so that later actual hoaxes could be perpetrated as circumstances required. The A.S.A.N. Project was conceived by officials who witnessed the effects of the Paul-Is-Dead hoax upon Beatles records sales and decided that there is really no downside to a good hoax. Much of this is alluded to in the Church Hearings during the Watergate era.

I just finished an audio book about Neil Armstrong. It noted that if the moon landing was faked then hundred of researchers who have published papers about lunar geology (based on collected samples) were also duped. Not real likely.
