Non-joke reply: I always assumed it was an allusion to the appearance of the jumbled and rusted old walkways in an area full of abandoned factories.

No, I don’t. There is a line right after about a knife of Sheffield steel. The idea of England’s industries crumbling is throughout the song, and I assume there aren’t a lot of rope bridges in the industrial north.
