I’d suggest a bit of both would be the truth.
I'd think the title was definitely inspired by the pigeon incident and maybe even Joe's "I swear to tell the truth" intro. They should have used that "Sort It Out" era photo where Paul is pointing the gun as the sleeve! ;)

Joe's Rat Patrol era lyrics were pretty playful - even if sometimes darkly humorous. I found myself reading some of them today and he wrote some real gems.

Just irritated that 99% of all writing on that song talks about pigeons and ignores the actual lyrics.

Slightly off on a tangent, but I assume the Clash City Rockers word play was from Mick, as evidenced later on by Number 10 Upping Street and others. Got me thinking when Rob Peter Pay Paul was played on the reunion tour; I realise it is not a Mick invention, but is that expression where the name Pay Pal came from?
