Hand-in-hand with these kinds of claims is that the government or Deep State or some other sinister organization will do anything to shut these people up, including murder (especially in suspicious ways). But people like this are somehow free to go around making these accusations. They aren't bumped off, their kids don't have baths near toasters, etc. What's more likely, that there's alien technology and dead aliens kept under wraps by dark forces who nevertheless let whistleblowers go around blabbing (but murder other people for lesser reasons), or that there's a whole lot of fantasizing going on?

According to Rubio and others there have been a lot of high security clearance current or former officials coming forward to Congress (especially to the SSCI) as whistleblowers for the past couple years, many claiming to work or have worked in UFO crash retrieval/reverse engineering special access programs (i.e. firsthand), who corroborate Grusch's public claims. Grusch himself apparently gave 11 hours of testimony to Congress in SCIFs before going public.
Kind of puts one in the position of having to believe either 1. multiple high clearance people are misleading us into thinking there are aliens/ufos (could be a massive psyop I guess) or 2. there are a lot of clinically insane high clearance people believing in the same delusion or 3. it's real and has been concealed. All of those feel like conspiracy theories! It seems at least some in Congress (from among Democrats and Republicans both) think it's real from receiving "credible evidence and testimony."
Apparently the White House and the National Security Council were involved in drafting Schumer's UAP Disclosure Act. The legislation gives the government eminent domain over any materials, crafts, or biological evidence held in private hands (I think aimed at contractors but could apply to anyone). There's also legislation in the House on it and another bill proposed by Gillibrand giving amnesty in exchange for coming forward within a set timeframe--not sure if that's just subsumed into the UAP Disclosure Act now. The proposed review board including a historian, an economist, and a sociologist is pretty interesting too.
I have no idea what's true here but it's definitely a weird story.

Given that we're living in an era where deliberate disinformation is prevalent, I lean towards your choices of 1 and 2.
I've recently returned to my research on brainwashing and rock n roll in the 50s, and one of the neat aspects of the brainwashing story is that it was originally pushed by the CIA to generate public support for more aggressive tactics against the Russians and Chinese. Those diabolical Commies have figured out a way to control people's minds! It was bullshit, of course, certainly not at the level that was being pushed. But—and this is the neat part—within the CIA the idea that the Russians were adept at brainwashing took hold, encouraging more radical and desperate measures to counteract it. The people who devised the idea came to believe their own propaganda; they had, in essence, brainwashed themselves. So I have no trouble believing that these people who are coming forward could be suffering a shared delusion of sorts.

That's true, and both Democrats and Republicans seem to believe in conspiracy theories. Generally speaking, human beings, like all other creatures, want the world to make sense. If there are identifiable patterns of behaviour—ours and especially the world around us—we can better take advantage to survive and, if we want, procreate. Straight Darwin. To that end, our brains are geared toward finding patterns, to making sense of all the sensory data. Sometimes it works, sometimes it doesn't. I suspect that the great turmoil of our times, where all kinds of old patterns and ways of succeeding are losing their power, the appeal of conspiracy is to reassure. Don't worry, there is a purpose to everything that's happening. You just need to figure out the pattern and you'll survive. That the power behind it all must be sinister may not truly comfort, but it's better that someone or something is in charge than the world being multivectored to the point of being chaotic. And there's no reason to think that the rich, powerful, and well educated are necessarily insulated from all this. Hell, they might be more susceptible if they see the net effect as weakening their status. Something must be threatening *their* security, right?

Another one of those examples that cautions us to not think all of those who have succumbed to this madness are uneducated and the underclass. In her case, it's really easy to see psychological trauma at work, but who knows.
