Well, that's awful. Clearly these people don't respect human rights the way we do in the West. There's no way police forces and governments here would ever want to use those things. Unless it's because the public demands them to protect our way of life.

This man sold single cigarettes for .50 cents. The NYPD said he sold some to minors. Apparently he had just broken up a fight. So they choked him to death. The cop who killed him has been relieved of his weapon and badge pending investigation.

If you haven't read it, I recommend checking out Radley Balko's Rise of the Warrior Cop. Militarize the police and their purpose necessarily changes from keeping the peace to doing search and destroy missions, where citizens become the cops' enemy. And all that high tech killing machinery requires bigger budgets, so they have to justify it by finding and taking out lots of dangerous enemies. It's a premise that works to reinforce the problem deeper and deeper.
