Well, for one thing, everytime they upgrade the damn bills they're going to have to perform a very costly recycle on them or leave a huge amount of nonbiodegradable waste. To add all the anti-forging stuff will involve a lot of costly processes, which will increase the cost to print, not to mention the entire switchover to a completely different printint method.
