That does make some sense from the perspective of Official Power. But if they also don't want to follow thru on Brexit, this scandal provides the political cover to order a new referendum. Brexit is such poltical orthodoxy now, whatever the people in power wanted in the first place, they've become a Brexit Delivery System and are dedicated to that and thrown formerly obscure Eurosceptic backbenchers into powerful positions that they won't be able to be easily removed from.
