He's generally a dumber non-Kenyan Muslim version of Obama. I'd never vote for him, but he's been a competent-ish PM. (But then I wouldn't say I've experienced any truly incompetent PM in my lifetime, even when I couldn't stand their politics.)

I'm a bit more generous than that—when he goes off-script, he can display real compassion and understanding, and he's a better manager than people give him credit for—but I don't think it's an unfair assessment either. To his credit, he admits he's not an intellectual, like either his father or even Stephen Harper, and that self-awareness that he's not the smartest guy in the room does allow him not to fall into dumb mistakes of ego (again, like his father or Harper). I suspect that's why he's not as bold as people would like in terms of policy—he's more naturally conservative because of an awareness of his limitations.
