Since the 90s, American police training has been to intimidate rather than defuse a situation by lowering tension. Pull guns and scream at people (well, non-whites). Beyond the authoritarian impulse behind it, it's an awful strategy because it's just as likely to invoke a person's instinctual fight or flight instinct, which is likely to lead to bloodshed. But American police forces are now governed by a fantasy militaristic ethos, not peacekeeping.

My nephew is a Mountie. He's conservative, but in an old style social responsibility way. I've had guarded conversations with him (guarded because I didn't want to put myself in a position of starting something), but I don't think he has any illusions about the ugliness of what goes on. He knows what's rotten and seeks to avoid worsening it. I know that he's developed positive relationships with local First Nations at his postings, enough that he becomes the go-to guy. His brother thinks he'll get out before long and go into some kind of security consulting.

Read up on these two court cases. They're responsible for giving us a society where it is "better" for a cop to shoot first than to ask questions first. They just have to claim that they felt threatened. This is something actually taught at police academies.

These laws are on the books - but local departments can still decide to change their own policies. I don't think enough of them do, however.

In general - more time needs to be spent on deescalation training (and better training in general). Police have a roll to play in society - but it's not okay for any member of society to be able to shoot someone and get away with it like we see happen all too often.
