It could go in that direction depending on how you consider the question. Are people their actions or their values and character? Those things get all bound up together in practice, of course, but I think you can alter a person's behaviours without changing their values. Someone distrustful of government can go 6 January lunatic or a dedicated volunteer at soup kitchens and shelters. So how that value is manifested or enacted can be modified without touching certain views of human nature and institutions.
