3. This is the most far-fetched, but possibly the most intriguing interpretation (especially given your choice of words above) - a trained chimp that cannot actually read or converse in English, but has been taught how to operate a keyboard enough to use ctrl-V and randomly navigate the web.

It turns out there is a financial wizard from Texas, Republican Congressman Ted Poe, who has identified the culprits in this mess.

On a semi-serious note, so McCain is allied with the Republicans who want to scuttle the bail-out. Which isn't necessarily a bad thing, but it's because they want even less regulation and more corporate tax breaks as part of any bail-out. McCain is either a massive political panderer or detached from reality.
