Assuming the Red Sox stink again this year, my chief rooting interest is the Jays … if Joey Votto ends up making the team. I want the story being hin rejuvenated, forcing his way into the line-up and beating the Padres* in the WS Joe Carter style.

Ultimately, I don't know if the ownership especially cares about being good again. There's a possibility that they think the brand is sufficient to generating enough profit that actually doing what it takes to be competitive is a waste of resources.
