If you build Council homes for those without housing then sell them off for a fraction of what they are worth then there is no money to rebuild with. The Council houses are to be passed to the next needy people after those who currently live in them pass on.

We had a tax system in the UK called "rates" which everbody paid to cover costs of local amenities such as road repairs, bus services etc. Thatcher abolished the rates system and brought in the Poll tax which cost everyone a shit load more than the old system.

Council estate is an area of state owned housing I think you call them 'projects' ? Tory government sold the houses off to the residents who would not have been able to afford to buy a house otherwise (the longer you lived there the cheaper it was as Marky said). The problem was the houses weren't replaced therefore younger generations had no council house to live in and could not afford to buy (landlords got rich).

Rates were a tax on homes based on its value. In the UK you did not pay rates if you did not own your home. A poll tax was a tax on the house not the owner which 'in theory' was a reasonably good idea but very unfairly put together as it was based on the number of occupants not value of the house therefore penalising the poor in overcrowded houses.

Council estate is an area of state owned housing I think you call them 'projects' ?
