Just right-click on the desktop/backdrop, click on Properties. Then select the Desktop tab and choose whichever backdrop you desire.

It looks like your Local Policies were changed somehow. The best and safest fix I found is this:

A. Run the Group Policy Editor:
How to Start the Group Policy Editor
To start the group policy editor, follow these steps.

NOTE: You must be logged on to the computer using an account that has administrator privileges in order to use Group Policy Editor.
1. Click Start, and then click Run.
2. In the Open box, type mmc, and then click OK.
3. On the File menu, click Add/Remove Snap-in.
4. Click Add.
5. Under Available Stand-alone Snap-ins, click Group Policy, and then click Add and Close

B. Enable and/or Disable Policy for showing the missing tabs:

In the left hand pane:
Expand Local Computer Policy
Expand User Configuration
Expand Administrative Templates
Expand Control Panel
Click on Display
In the right hand pane, double-click on "Hide Appearance and Themes tab"
If the setting is Not Configured or disabled then Enable and then Disable the status
If the setting is Enabled then Disable the status

Close the Console1 window. Your tab should now appear in the Display Properties Dialog

<\boffinspeak>

I made mine disappear and reappear so the procedure should work

Thanks very much for your help. You were on the right track however it appears there was some adware or spyware or something that had done something that it shouldnt have !!! Seems to be sorted now, well at least the pic is gone.

Years of living the good life with Mac has made me soft. Nevertheless, changing the desktop picture is maybe three mouse clicks. So, yeah, yikes.
