Yes. I'd suggest, however, that Malcolm and Bernie were informed by an existing community of kids as much as they tried to reframe that community. A push me/pull you relationship in the heady days of English punk. WIth M & B, a lot of the focus and ambition would have been, if not absent, at least less so.
